This blue book is composed of fourteen reports on five topics: thematic studies, development of the media industry, cross-strait media exploration, analysis of Western media coverage on China and global media experience.

The“Thematic Studies”involves the study titled “The Change of International Media and the Strategic Restructuring of China’s Media for International Competition”. Through analyzing the historical statistics of some countries with well-developed media industries, this report reveals the future trend of international media and further provides suggestions for the strategic restructuring of China’s media industry.

The “Evaluation of Media Competitiveness” section includes three reports. The first one “A Study on the International Competitiveness Evaluation of China’s Film Industry” constructs an evaluation module based on three variables: external competitiveness, basic competitiveness and innovation competitiveness. The international competitiveness of film industry both at home and abroad is compared and analyzed using this module. The second report “A Study on the International Competitiveness of China’s Digital Publishing Industry” carries out a research into China’s digital publishing industry from five aspects: conditions of production factors, demanding status, development of related industry, governmental behavior, industry management and expanding of international market. The last report in this section “Issues and Reflections on the Production of Modern TV Dramas”analyzes the existing issues and subsequent outcomes in terms of production model and the choice of plot. It also sheds light on the plot, production, significance and serenity of modern TV Dramas in China. In the end of the above three reports, authors all provide suggestions on further reform in respective fields.

There are four reports in the section of “Cross-strait Media Exploration”. “Reports on the Online Game Industry Market in Hong Kong and Macau” is a large scale study carried out by Professor Feng Yingqian, the dean of the School of Journalism and Communication at The Chinese University of Hong Kong.This report systematically summarizes the number of enterprises, market scale and development trend in Hong Kong and Macau. Feasible proposals for government and industry are also made in the final part of this report. “The International Competitiveness Analysis of Cross-strait Cultural Creative Industry” is a report that focuses on cross-strait cultural creative industrial parks. It draws special attention on case studies of “Shanghai TianZi Fang”, “Beijing Zhongguan Village” and “Huashan1914 Creative Park”. The features and diversities of each park are introduced. The researcher reveals that cultural economy will replace industrial economy and points out the trend of powerful cultural country “Policy Research in Improving Shanghai’s Digital Content Industry Competitiveness” puts forward a reliable scheme through analysis of network convergence and the trend of digital content industry The scheme includes: one guiding ideology, two development mechanisms, three development directions, four policy focuses and five policies. The next one “Reports on Enhancing Shanghai’s Industrial Competitiveness in Press and Publication Industry”conducts the study from three dimensions and proposes nineteen specific indicators to study the publication industry in Shanghai. It then presents methods and strategies to improve the competitiveness of Shanghai’s press and publication in ten aspects such as innovation on systems, the overall growth of entrepreneurs, the governmental project support, the capital operation, construction of the evaluation system, the industry marketing capabilities, the diversified management, the brand project, the digital transition and the formation of Shanghai’s copyright management highland.

“Analysis of Global Public Opinion on China” section involves three reports. The first one “A Research of International Public Opinion on China in Newspapers in the United States, Germany and France (1992-2010)” analyzes the content of three newspapers in the United States, Germany and France between 1992 to 2010. It concludes and recapitulates the main characteristics of China related reports within those newspapers. The second report “Report on Global We-media Coverage on China (2012)” conducts a full-year (2012) supervision on eight sorts of global we-media. It then finds out the general focus, emphasis, attitude and information sources of their coverage report on China. The last report “The Dilemma and Transformation of China’s International Communication Strategy” pays special attention on four countries/regions, including the USA, west Europe, Japan and India and reveals the hidden imaginations and appeals of each country under the identical tone of “China Threat”. As a result, researcher believes that we should implement differentiated, regional and precise international communication strategies so as to make China’s international communication more specific and effective. A better international circumstance will also be created to realize the great rejuvenation of the Chinese nation.

The last section “Global Media Experience”aims to introduce the advanced experience of media development in developed countries and hopes to shed lights on improving the international competitiveness of China’s media industr This section composes of three reports. The first one summarizes the major steps and experiences of how governments in the USA,UK, France, Canada and Japan support their publishing industries to “go global”. The second report recapitulates, reflects and evaluates the latest progress of policy and practice in Britain’s digital cultural industr The last one explores new ways for international cooperation between British university and industries.
