Reflecting the latest development of Chinese returnees, Annual Report on the Development of Chinese Returnees (2013)No.2 offers an analysis of current policies concerning the attraction of overseas Chinese talents back to China and the overall environment for the development of Chinese returnees. The book consists of five parts, namely, General Report, Reports of Investigative, Special Reports, Start-up Park Reports and Appendixes.

The General Report overviews the background, as well as characteristics of the reverse brain drain worldwide. It summarizes the current situation, features and causes of Chinese talents returning to China. The report also examines new problems and trends of China’s reverse brain drain through a survey of the returnees as a group in 2012.

Based on surveys, the Reports of Investigation provide a detailed analysis of the current situation of Chinese returnees in 2012. Divided into two parts, namely, employed-type of returnees and entrepreneur-type of returnees, this part covers issues ranging from returnees seeking employment, basis situation of starting up a company, the difficulty of getting a job, the cost and return of studying abroad, factors in launching a start-up, performance and scale of start-ups, relations between starting up a firm and the environment, etc..

The Special Reports focus on hot issues of the development of returnees in recent years, such as trends of the development of returned Chinese talents, a comparative study of returned scientists and domestic scientists, how the returnees are spearheading reforms in adapting to the society, how to fully exploit the resources of returnees in the new age.

The Start-up Park Reports choose three relatively successful returnee start-up parks as case studies: the Zhongguancun Returnee Start-up Park, the Songshan Lake High-tech Development Zone and the Kunshan Returnee Start-up Park. Through an in-depth investigation of the development of returnee talents in the parks, how local governments deal with returnee talents and innovation in policies, the Report aims to provide reference for the future development of returnees and provide guide for other parks of the same type in China.

The Appendixes offer a description of China’s latest policies concerning returnees, as well as basic information of some returnee start-up parks. The Appendixes also provide a list of some successful returnee start-ups.
