The year of 2023 witnessed new adjustments and changes in the world strategic situation and the structure of international relations. The international power distribution continues to develop in an unbalanced and multi-polar direction, while the international relations system is also accelerating differentiation and regrouping. More specifically, the overall structure of great power relations remains unchanged, but China-U.S. relations demonstrate a phased relaxation trend, China-Russia relations have improved steadily, and China-EU relations have developed in twists and turns. Russia has been stuck in a confrontational deadlock with the western powers who are continuing the process of forming groups, which has triggered EU's reflection on strategic autonomy. Meanwhile, not only have developing countries increased awareness of independence and self-improvement, they have also significantly enhanced their status and role on the international stage. The geopolitical situation in various regions have undergone new changes and present different characteristics: competitive cooperation in Asia-Pacific, deep adjustments in Eurasia, historical changes in the Middle East, left-wing and right-wing swinging in Latin America, and political instability in Africa. Global governance is struggling to move forward, the role of the United Nations has been adversely affected, and the reform of the international political and economic system and global governance mechanisms have made little progress. China has proposed the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, and hosted the Third Belt and Road Forum for International Cooperation to celebrate the 10th anniversary of the Belt and Road Initiative, which has become a major highlight of global governance. As the global environmental governance deficit intensifies, increasingly frequent and extreme climate events have exerted more and more impacts on global development and human survival.
