Since China Children’s Foundation that the first foundation of China established in 1981, the foundations have undergone 30 years of development. From the “Measures for Management of Foundations”issued in 1988 to the “Foundation Management Ordinance”implemented since 2004, it can be seen that management for foundations is undergoing continuous reforms and innovations, while the foundations being also experienced different stages of development, that is, boom, jog, consolidation, and encouragement. Today, the legal status of the foundations has been basically confirmed, which positioning is even clearer. At present, our country is both in the period of important strategic opportunities for economic and social development and simultaneously in a period of social contradictions obviously exist. During this period, the economic structure and the social structure is undergoing profound changes, social interests constantly changing, and a critical period being both full of opportunities and risks for economic and social development, which also means that the foundations have entered a golden period of development.

The Report contains literature search, policy analysis, statistical analysis and comparative study on China’s foundations over nearly 30 years, describing the context of the foundations in the 30 years. First, the Report conducts system analysis to foundation amount, type, assets, income, expenditure and stuff and other aspects longitudinally, then carry through horizontal comparison to the development of foundations registered in registration authorities in all levels on the basis of characteristics of China’s registration and management system, which not only help readers understand the overall development of China’s foundations, but also realize differences of foundation development among provinces and regions. The report not only offers a window for public to understand the development of the foundations, but also provides the basic academic reference for the staff and researchers related to foundation field.
