On the basis of defining the connotation of high-quality energy development, this report constructs an indicator system for high-quality energy development. The entropy TOPSIS analysis method is used to evaluate high-quality energy development from five dimensions: energy security, green and low-carbon, technological innovation, efficiency change, and international cooperation. The conclusion shows that from 2012 to 2020, China's energy quality development index showed an overall upward trend, indicating that the construction of China's modern energy system has achieved significant results, and the quality and efficiency of energy development have continuously improved. From the five dimensions of high-quality energy development, it can be seen that the overall energy security situation is basically stable, and the security index shows a slight downward trend; The green and low-carbon energy situation is good, and the index shows a gradual upward trend; There has been a significant improvement in energy technology innovation capabilities; Continuous improvement of energy utilization efficiency; Overall, international cooperation in energy has shown a good situation. In response to the evaluation status of high-quality energy development, this report further proposes improvement directions from five dimensions. In the context of building an energy system with new energy as the main body, the dimension of energy security should focus on considering system security, urgently improving system regulation capabilities, actively playing the role of price regulation in supply and demand, enhancing energy security emergency response capabilities, and improving the energy security risk identification and grading management system. Green and low-carbon dimensions, phased and orderly reduction of pollutants and carbon emission intensity, acceleration of the construction and improvement of new power systems, acceleration of electrification process, and acceleration of the construction of carbon emission standard systems. In terms of technological innovation, increase investment in energy technology innovation research and development, improve the construction of independent innovation system in the energy field, and promote the deep integration of digital technology and the energy industry. The dimension of efficiency transformation is to leverage the fundamental role of the market in allocating energy, pay more attention to the incentive mechanism for micro entities to use energy, focus on improving energy utilization efficiency in the western region, and continue to promote supply side structural reform in the energy field. In terms of international cooperation, we will further ensure long-term energy supply through multilateral cooperation, adhere to independent innovation to promote energy technology output, increase the level of international cooperation in energy investment and construction, and actively participate in international energy governance.
