The 2017 Report has four parts: a general report, reports on international cooperation, on domestic development, and on special topics. The  general report makes the case that implementation of the  China-proposed Belt and Road Initiative, which holds the promise of reshaping the existing global order, is progressing as planned and on schedule. For example,  notable advances have been achieved in multilevel cooperation in the construction of the Belt and Road between China and Turkey, Iran, Czech, Uzbekistan,  Azerbaijan and other ASEAN countries. Domestically, Gansu, Henan, Heilongjiang, Hainan have made significant contributions. There have also been problems and challenges, however, which are address in the reports on special topics. They include legal risks, cooperation in areas such as  production capacity, cross-border trade, rail transport and financing and investment.
