Breakthrough has begun in China's child welfare system. In critical period of formation and development of this new system, the most important challenge that china facing is not the shortage of funds, not the determination s of politician, not whether the issue is concerned or not ,or not whether children have a political voice or not. With the efforts of so many years, these conditions are ripe. This book concerns mainly about four types of problems, including China's child welfare policy which influence the future development of this system, the budget and the cost of children, the living conditions of vulnerable children groups, and the construction of the credibility in different types of child welfare services organizations.
