Annual Review of Low-Carbon Development in China (2013) came out in Beijing

Published by Social Sciences Academic Press, Annual Review of Low-Carbon Development in China (2013) was released in Lecture Hall, School of Public Policy and Management, Tsinghua University this morning.

The 2013 report is the third volume of this series of annual report. It systematically evaluates implementation mechanisms and institutional innovations of China’s low-carbon development policies. And the policy implementation and effectiveness analysis of low-carbon development in China were focused on in this volume.

The report says that abundant finance ensures the implementation of energy conservation policies. The significance of tracking energy efficiency (EE) finance lies in not only accurately capturing finance scale and channels, but also applying finance as the window to examine the implementation as well as the effectiveness of energy conservation policies. Over the course of 11th FYP, China invested a cumulative amount of RMB 822.4 billion in the energy efficiency sector and became the global leading investor. Government budgets contributed RMB 157.3 billion, accounting for 19.1% of the RMB 822.4 billion invested. More specifically, the central government provided RMB 104.4 billion (12.7%) and local governments collectively provided RMB 52.9 billion (6.4%).Non-government agents contributed RMB 649.8 billion, representing 79% of EE finance; and international sources added another RMB 15.3 billion, accounting for 1.9% of EE finance.

Annual Review of Low-Carbon Development in China is an annual publication compiled by the Climate Policy Initiative at Tsinghua University. It is China's first series of comprehensive, professional, and original research study on low-carbon development.
